ICS2 ENS Filing Fee Now In Effect

The Import Control System 2 (ICS2) which is Europe’s enhanced customs pre-arrival safety and security program is now entering its third tranche requiring more detailed and earlier data submission for businesses moving goods into the EU, Northern Ireland, Norway, or Switzerland.

Rolling out in phases throughout 2025, ICS2 Release 3 introduces new filing obligations for shipments entering Europe, requiring house-level ENS data.

As of 1st April 2025, house level filing has become mandatory for maritime shipments, requiring forwarders to either provide full data to carriers or submit filings separately. Therefore, all parties issuing a House Bill of Lading are required to file an ENS with EU Customs.

To ensure compliance, the following details must be included in your Shipping Instructions (SLI) by the documentation cut-off time:

  • 6-digit HS code with complete and accurate commercial description of the cargo
  • Details of the key parties involved such as the shipper, consignee and consignor
  • The Economic Operator Registration and Identification Number (EORI) number
  • The Customs Union and Statistics Number (CUS Code) for hazardous & non-hazardous chemicals
