Transport Canada (TC) has implemented their Pre-load Air Cargo Targeting (PACT) program as of 1st of April 2025.

This new regulation mandates data reporting prior to departure from the last overseas port before arrival into Canada. This applies to all shipments travelling by air to/through Canada originating from a non-Canadian port.

To ensure 100% compliance all required PACT information must be submitted to TC. Insufficient, incomplete or poor data quality within the required PACT data elements may result in shipment rejection, and consequently create delays. In addition, any breach in non-compliance to this regulation may result in punitive damages issued by TC.

This PACT program will be similiar to other Pre-Loading Advance Cargo Information in the US and in Europe.
